The World Athletics Council has asked its congress to exclude the Russian Athletics Federation (RusAF) from membership if RusAF does not pay the $6.31 million portion of the $10 million fine that they owe by August 15.
RusAF has been suspended from international competition since 2015.
Amid much of the chaos going on in Russia between the Russian Olympic Committee (ROC), Russian Anti-Doping Agency (RADA), and RusAF, they have also had to address potential expulsion. RusAF created a Recovery Commission, which is now planning to approve a roadmap for to submit to World Athletics by mid-August.
RusAF avoided expulsion from World Athletics when Sports Minister Oleg Matytsin, gave a last-minute unconditional offer to pay the fine by Aug. 15. In late July, athletes who were able to compete under a neutral flag had written an open letter to President Vladimir Putin asking for him to intervene so to get the fine paid.
The Recovery Commission met to create the roadmap.
Seven RusAF officials were charged by the Athletics Integrity Unit (AIU) with obstructing an investigation when they manipulated documents to explain missed drug tests by World Champion high jumper Daniel Lysenko.
RusAF Vice-President Alexei Plotnikov told TASS, “We understand that all interested parties, and most importantly, our athletes, whose neutral status directly depends on the date of agreement of this document with World Athletics, expect us to be prompt in this matter.”
