What he allegedly did

Prosecutors in the State of Oregon charged Daniel Stephen Bowdoin with five counts of child sex abuse. Bowdoin was the CEO and COO of AthleticTiming, a timing and results company. He continued in his job, after being charged, appearing at track meets.

How he continued to work raises questions about the process intended to prevent abuse in sports.

Court records from Marion County show that Bowdoin was charged on November 27, 2024, with five felony counts: first-degree rape, two counts of first-degree sodomy, first-degree unlawful sexual penetration, and first-degree sexual abuse.

He is accused of raping a child.

One of the victims, identified as “E.B.,” was aged between four and seven years old at the time of the alleged abuse, which prosecutors say occurred between 2021 and 2023.

Merely months after being charged with rape, Bowdoin passed a USA Track & Field (USATF) background check.

USATF requires its contractors and vendors, including Bowdoin’s AthleticTIMING, to undergo regular background checks, which it outsources to the National Center for Safety Initiatives (NCSI).

The NCSI is an organization that provides youth and community safety services.

The organization conducts background screening for youth sports organizations, national governing bodies, and civic groups. It offers background checks, policy guidance, and risk management tools to help organizations protect staff, volunteers, and members. NCSI is a background screening provider accredited by the Professional Background Screening Association (PBSA) and is endorsed by the National Council of Youth Sports.

COUNT 1: The defendant, on or between January 1, 2021, and December 31, 2023, in Marion County,Oregon, did unlawfully and knowingly engage in sexual intercourse with E.B., a child under the age of twelve years. The State further alleges that the above-named victim, at the time of the crime, was less than 12 years of age and the defendant was over the age of 18.

COUNT 2: In an act of the same or similar character but not part of the same criminal episode as alleged in Count 1 above, the defendant, on or between January 1, 2021, and December 31, 2023, in Marion County, Oregon, did unlawfully and knowingly engage in oral sexual intercourse with E.B., a child under the age oftwelve years.

COUNT 3: In an act of the same or similar character but not part of the same criminal episode as alleged inCount 1, and Count 2 above, the defendant, on or between January 1, 2021, and December 31, 2023, inMarion County, Oregon, did unlawfully and knowingly cause E.B., a child under the age of twelve years toengage in oral sexual intercourse with the defendant.

COUNT 4: In an act of the same or similar character but not part of the same criminal episode as alleged inCount 1, Count 2, and Count 3 above, the defendant, on or between January 1, 2021 and December 31, 2023, in Marion County, Oregon, did unlawfully and knowingly penetrate the vagina of E.B., a personunder the age of twelve years, with an object, to-wit: a finger/s.


COUNT 5: In an act of the same or similar character but not part of the same criminal episode as alleged inCount 1, Count 2, Count 3, and Count 4 above, the defendant, on or between January 1, 2021 andDecember 31, 2023, in Marion County, Oregon, did unlawfully and knowingly subject E.B., a person underthe age of 14 years, to sexual contact by touching her vagina, a sexual or intimate part of E.B.

A charge does not automatically mean the defendant is guilty. No conviction has landed; he is currently only charged with the above.
